The "Digital Talents Program" of Zhongyuan Science and Technology City was launched, and the platform joined hands with the 22 nd Institute of China Electronics to help transform and upgrade the digital construction in Zhengzhou.

In order to speed up the innovation and construction of Zhongyuan Science and Technology City and help the transformation and upgrading of Zhengzhou's digital construction, on the morning of January 27th, 2021, at the launching ceremony of "Digital Talents Program" in Zhongyuan Science and Technology City, Ren Xiang, chairman of the platform, signed a contract with Yao Wenhua, assistant director of the 22nd Institute of China Electronics Technology Group Co., Ltd., and Jiang Linlin, director of the Financial Planning Bureau of Zhongyuan Science and Technology City Management Committee, to jointly build Henan Digital Economy Industry Innovation Institute and jointly operate the digital talents program. Director Wu Jian of the 22nd Institute of China Electronics Technology Group Co., Ltd. specially sent a congratulatory video, which highly affirmed the establishment of Digital Creation Institute and was full of expectations for Zhongyuan Science and Technology City, where Digital Creation Institute is located, to promote the development of digital economy industry.

Henan Digital Economy Industry Innovation Research Institute was jointly established by the platform, China Electric Power Institute, Shenzhen Pengcheng Laboratory Network Communication Research Center and related units with the support of Zhengdong New District and Zhongyuan Science and Technology City Management Committee, aiming at further building a complete development ecology of cloud, edge, end, core and network digital innovation industries, with the mission of "personnel training, scientific research and innovation, industry incubation, government think tank, foreign exchange and open sharing". To solve the technological innovation and industrial application in the field of Internet of Things, with the goal of building a digital economy service platform in Henan Province, the first open source ecological model will be established in Henan, and the technological innovation achievements will be transformed into new R&D institutions.

At the launching ceremony, Zeng Xianjie, vice president of Henan Digital Economy Industry Innovation Research Institute, gave a detailed interpretation of the "Digital Talents Program" project of Zhongyuan Science and Technology City: Henan Digital Economy Industry Innovation Research Institute practiced the innovation concept of "software-defined city", adhered to the attitude of "openness, open source, co-construction and sharing", and built the first digital talents innovation base in the province focusing on digital talents innovation services by relying on the location advantages and industrial development advantages of Zhongyuan Science and Technology City. The project is government-led, with joint ventures, social training institutions, information technology universities, financial institutions and other parties participating in the completion. It innovatively implemented various training methods such as school-enterprise cooperation, third-party software training institutions, leading enterprises, tutors, headhunting companies, etc., to speed up the cultivation of digital industry talents, such as Henan Army, code farmers and Henan Army. Through the integration of industry and talent, industry and city, and the promotion of six-chain integration of talents, enterprises, training, services, industry and cities, the project forms a magnetic field effect that attracts and promotes each other, and builds an ecological system in which talents, enterprises, industries and cities are integrated and developed together, so as to strive to build an engine for the transformation of old and new kinetic energy in the whole city, the source of scientific and technological innovation in the Central Plains and the leading area for high-quality development in the Yellow River Basin, and promote the rapid digital economy in Zhengzhou and even the whole province.

Under the witness of relevant leaders of Zhengzhou Municipal Bureau Office and Zhengdong New District Management Committee, Zhongyuan Science and Technology City Management Committee signed a contract with the 22nd Institute of China Electronics Technology Group Co., Ltd. and Sino-British Science and Technology Innovation Platform to jointly build Henan Digital Economy Industry Innovation Research Institute and jointly operate the digital talent project. Signed a contract with 12 universities including henan university of economics and law, North China University of Water Resources and Hydropower, 6 training institutions including Huanghe Science and Technology Group and iSoftStone University, as well as Industrial and Commercial Bank of China, Zhongyuan Bank, Henan Trust Fund Management Co., Ltd. and Henan Qidi Houde Fund Management Co., Ltd. on the digital talent training plan for Central Plains Science and Technology City, and awarded the appointment letters of digital talent tutors to Zeng Xianjie, Wu Yu, Duan Minghui and Chen Pei to provide operation, base and talents for the development of the project. The leaders of domestic and foreign cooperation units, such as Snap Group of the United States, Alibaba, Open Source Society, Gaode Map, Tencent Cloud, Huawei Cloud, Convenience Bee, Aauto Quicker E-commerce, etc., who failed to attend the founding of the institute, sent congratulatory videos one after another, hoping to gather the global talents to help the high-quality construction and development of Zhongyuan Science and Technology City and Digital Talents Program.
